By the Numbers: The Convoy’s Impact on Ottawa


A City of Ottawa report submitted as part of the national inquiry into the federal government’s invocation of the Emergencies Act sheds new light on the cost of the Freedom Convoy protests this winter for the nation’s capital and quantifies some of the impact on residents during the multi-week occupancy.


  • $7 million: The total cost to the City of Ottawa, not including policing costs. This figure includes the cost for paramedic service, settlement, waste removal and public transit, among other municipal services.

  • $55 million: The city’s understanding of how much it cost the Ottawa Police Service (OPS) to respond to the convoy. On top of that, more than $4 million was spent policing the “Rolling Thunder” spring protest, and it cost the OPS more than $8 million to respond to the protests. Canada Day.

  • 3,182: The number of parking ticket regulations issued between January 28 and February 22, the period encompassing the convoy protests.

  • 732: The number of noise service requests received by the city’s 311 department in February 2022. This official noise complaint figure does not include what the city says are “thousands” of emails.

  • 43: The number of families, according to the city, has been affected by the prolonged closures of two municipal daycare centers located downtown, due to the protests. This caused disruption for 56 children.
